After the flood, God instructed Noah and his descendants to “be fruitful and increase in number and fill the earth” (Genesis 9:1). Instead, Noah’s descendants once again ignored God’s command and they settled in the valley of Shinar (11:1), where they began building a tower to the heavens, putting themselves before God (verse 4).
Its name is called Babel, because there the Lord confused the language of all the earth; and from there the Lord scattered them abroad over the face of all the earth. (Genesis 11:9)
